Currently the earliest NYC DOC Medals Day journal in NYCHS- maintained archives at the NYC Correction Academy, Middle Village, is the one published for the ceremonies held Oct. 11, 1991 at City Hall.
Medal of Honor

Allyn R. Sielaff was then Commissioner. Gerald A. Mitchell was Chief of Department.

The back cover (top right) featured illustrations of three numbered shields arranged below the heading In Memoriam. Each illustration displayed a shield number corresponding to the name of the deceased officer below it. The names, ranks, shield numbers, and assigned posts were listed as:

  • Captain Stanley Rhem, Shield #990, Bronx House of Detention.
  • Correction Officer Theodore Beasley, #1718, Manhattan Court Division.
  • Correction Officer Rolando Neischer, #9122, Anna M. Kross Center.

MEDAL OF HONOR

Captain Stanley Rhem
Bronx House of Detention for Men
Bronx, N.Y.
(Posthumously)

Captain Stanley Rhem, 43, was shot and killed on
West 144th Street and Eighth Avenue at 2 AM, June 10th.
He was on his way home from work at the Bronx House of Detention
when he came to the aid of a friend who was being mugged by two men.
Upon giving chase to the perpetrators, he was killed by a bullet fired into his chest.
Captain Rhem was an 18-year veteran of the Department.
He began his career as a Correction Officer in 1973 and was promoted to Captain in 1985.
He leaves a wife, Brenda, and two children-a daughter LaToya, 18, and a
son, Lamont 15.

The next archived NYC DOC Medal Day journal with an In Memoriam page is the one published for the 1996 ceremony. The Commissioner was Michael P. Jacobson. Eric M. Taylor was Chief of Department. That Medal Day journal's last page (at right) listed deceased members who had died since the last previous such ceremony. Ten of the 48 persons listed in 1996 book had died during 1995. Names were arranged in two groups -- retired members and active members at the time of their death.

Note that the "s" used in the ceremony title during earlier years had been dropped -- from plural "Medals" to singular "Medal." Also In Memoriam, the Latin phrase meaning "in memory of," was replaced by In Memory in English. The 1996 journal listing is presented below in HTML facsimile format:

The NYC DOC Medal Day journal published for the 1997 ceremony followed closely the In Memoriam page format from the preceding book. Michael P. Jacobson was still Commissioner; Eric M. Taylor, still Chief of Department. The Medal Day journal's last page (at right) listed the deceased members who had died since the last previous such awards ceremony.
