Pagan was NYC DOC's Assistant Chief in charge of the Department's Division I when he retired in 2006 after 26 years of government service in NYC that included early stints with U.S. Attorney's Office, Escape Absconder Unit and the Inspector General's Office. Promoted to Captain in 1987, he served his captaincy in the Investigation Division, eventually being named the Director of Investigation. He also served as a captain in the Health Management Division, and Adolescent Reception Detention Center. Promoted to Assistant Deputy Warden in 1996, ADA Pagan served at Rose M. Singer Center, Anna M. Kross Center and the Bureau of Management and Planning. Promoted to Deputy Warden in 1999, he served at ARDC and AMKC. Promoted to Warden in 2000, he served at the Tombs, Eric M. Taylor Center and Special Operations Division. Promoted to Assistant Chief in June 2003, he continued to head SOD until taking command of Division I. Pagan is a graduate of John Jay College of Criminal Justice, receiving his Bachelor of Science in 1978. In response to a summer 2012 request by this site's webmaster, Pagan generously made some photos from his collection available to the website for it to post in this presentation. Pagan has been an avid photographer since the 1970s when he photographed numerous south Bronx images. Later in his career in NYC DOC, he felt that it was important to document events within the Department for historical and educational purposes in the future. While most of the photos were taken by Pagan, some were given to him by various DOC staffers over the years.
