5th of 6 detail section views from Hart Island aerial photo in 1954 DOC annual report xx To the left of the red letter "M" is the huge inmate housing building that in the 1970s would be occuried the Phoenix House drug addict rehabilitation program. Today it is one of the few Hart Island buildings easily identified by boaters on the waters between Hart and City Islands and by folks looking from City Island. That's because of the very visible, large rising phoenix painted on the west wall of the structure.
