Richard Basoa, a U.S. Navy Korean War vet, served as COBA president in the late 1970s and retired from NYC DOC in 1982 after 20 years on the job as C.O. Later he worked for NYC's off-track betting corporation, leaving as security supervisor after 13 years. Basoa was a member of the America Legion, VFW and the Knights of Columbus. In 2005 he moved with his wife Joan and his daughter Dawn and her family to the Tampa, Florida, area, became active in their community, eventually being called its "unofficial mayor." He died October 15, 2011, and was survived by his wife, four daughters, and several grandchildren. Basoa was 77. The funeral was from St. Mark's the Evangelist Catholic Church, 9724 Cross Creek Blvd., Tampa.
